I would say they not only have the right to charge the fee, but the right to charge you for the shipping they paid, just to get the product back.
I'm not taking up for either Newegg or Acer, but it is you who changed your mind, very possibly for no valid reason other than a rumor, certainly not fact that the exact model you ordered was bad.
As a long-time retailer, I would certainly charge you the re-stocking fee and the shipping. You placed the order, they filled the order as required, they specified (as many high value shippers do) that you sign personally for it (to do otherwise would leave them open for "I never got it" claims) and you then refuse the shipment. They have every right to be paid for their wasted time and shipping expenses.
Free Tip - When ordering high value (or for that matter anything) goods online for delivery by the package services, have it shipped to your place of work if you are not going to be home during regular delivery hours.
Keep in mind that internet / credit card / paypal fraud is a very clear and present danger for both seller and buyer on the net. The convenience of ordering from your (or your bosses) PC is somewhat offset by constatly increasing security measures.
