you are the one who bought it. Somewhere on the site, they state that the delivery will be signature required by the person on the package. You must read the terms of service before you buy anything. They have their arse's covered, you have to cover your own and do your part. If you choose not to read their terms and conditions and policies, that isn't their problem. By posting such things, their arse's are covered. Now it is your turn to cover your own by reading and comprehending everything BEFORE you buy.

That's just it, you could have done so but you did not. Now as for the reason you did not do so, that is your own "problem", not the merchant's problem.
Not that I care because I ma not NewEgg, however, I can tell you that the excuse you stated as to why you did not request pickup, well, you are not very believable. First you complain that the reason you don't want the laptop is due to reviews you read AFTTER the transaction. However, now it is because you are mad that NewEgg took too many precautions to protect themselves against fraudulent buyers. So which one is it?
We all know it is the former reason, not the latter. And even then, Newegg is not at fault. You bought a product before fully investigating it. How is that any merchant's fault. Are they supposed to make sure you read ALL literature and all reviews of a product before they sell it to you? If they did, you would complain that they make everything too confusing. Besides, how on earth can they look after you and make sure you make the right decisions? The answer is - THEY CANNOT.
You have to own up to the fact that you are the one to blame here, not NewEgg. Sorry to say but it was your poor consumerism that led you to this read.
Now, all I can tell you is you are better off accepting the package and then returning it an lose the restock fee rather than just refusing the package. Why is this, because it may be that your package never gets back to NewEgg. And let me tel you, if that happens, NewEgg is NOT responsible, it is all on you. So, you will be out all the money you spent and nothing to show for it.
Good luck with your transaction and your future consumerism. It seems to me that you need all the help you can get because you blame everyone else for everything that you do wrong or for your lack of knowledge. That will get you nowhere.
