I'm somewhat familiar with the market, and I can see a number of ways to go on this. The first thing to note that you can't do an "instant price checker" without learning some programming. I think that's the wrong way to slip into it.
Look at something more doable (where, by the way, you can get money from Google adclicks) -- an anime review site. Something like the one on About.com ( http://anime.about.com/cs/bg.htm ) -- but I found that site terribly limited. You could easily begin by building using a blog and move to something more sophisticated.
I hope you're attending the anime conventions, because this is the biggest source for your audience. Business cards with the website are good, but the cheapo 'make two flyers on a single page of xerox paper and cut them in half and put them on the table' are even better. Ads in club magazines (often ridiculously cheap) are another way to go.
You can review the new stuff coming out, rate it for "if you liked InuYasha you may like this one" type of approach, and offer links to stores and conventions.

Run it as a home business (a "hobby business") and you won't have to incorporate. As to copyrights and so forth, I can help you with that if you ask specific questions.
Market research -- you do that by attending anime conventions like Akon. Talk to folks, get a sense of who buys what, talk to the dealers (tell them you'll review them on your website... get their business cards with address so folks can contact them.) After a year or so of doing cons, start volunteering to sit in on some of the panels as a panelist (talking about the history of characters, trends, styles, etc, etc.)
