Yes, I'm positive. Trust me on this one. Postal employees have the right to open for inspection mail that is not First Class, Priority, or Express Mail. (Only the Deal Letter people can open those.) If a postal employee finds an item mailed at the media mail rate that feels like a magazine (or rattles like a puzzle or sloshes like a liquid) then (usually with their supervisor's permission) it gets "opened for postal inspection." If it contains matter that does not qualify for the rate at which it was mailed, it goes on "postage due." If the addressee doesn't pay, it gets returned to sender postage due. If neither party pays, it goes to the dead letter/parcel center and, depending on the contents gets destroyed or auctioned off. Remember, neither the sender nor the addressee wanted it badly enough to pay the difference in postage necessary to claim it!
Due to the sheer volume of mail, stuff does get through. There just is not time nor personnel to check everything. But "revenue protection" is an issue, as it should be. Just because an eBay shipper offers a rate does not mean the item will end up being shipped at that rate. More and more postal employees are checking on eBay mailers who mail at discounted rates such as "media mail." Having your item delivered postage due is a sure-fire way to get negative feedback!!!
Yes, you can mail the Disney movie at the media mail rate. The previews are considered "incidental."
