Sure it is. It's not a credible scenario that the government spies will really arrest somebody for receiving such an email, but the spammer(s) *will* waste a few seconds worrying. And maybe they'll see that spam has a cost, if only in the time it takes to deal with the reply, which they can't just hit delete, since it might be a legitimate inquiry.
Just like their spam wastes our time. It's a way to get their attention.

Replying with a "Long live the Falun Gong!" message is a way to get their attention and cause them to possibly re-examine their use of criminal Internet abuse as their advertising channel. Might not work, but it has in a few cases, as I've received a few replies and opened an educational dialog.

I don't take threats lightly, and I don't accept bribes (or did you call it a "mutually-beneficial arrangement"?). I'll turn you in faster than you can yell, "ARREST ME, I'M SCUM!!" Do yourself a favor and turn your legal team loose in greener pastures.
