From the help section at Sprint.com it says:
"Your Sprint PCS phone will display symbols and messages to indicate whether you're on or off the Nationwide Sprint PCS Network. Generally, you will see an "R" or the word "roam" on your Sprint PCS phone when you are off the Nationwide Sprint PCS Network. Refer to your phone's user guide for more information."
It also says that to prevent roaming charges:
"To prevent your phone from making and receiving roaming calls, you can change the setting on your Sprint PCS phone to "Sprint." This setting will force your phone to search only for the Nationwide Sprint PCS Network.
Also, the Call Guard feature makes it easy to control when you roam by reminding you when you make or receive a roaming call. If you don't want to take additional steps when you make and receive roaming calls, the Call Guard feature of your Sprint PCS phone can be turned off. Refer to your phone's user guide for instructions on how to disable the Call Guard feature."
And it depends on the plan you have too. On some plans some roaming minutes are allowed. But the roaming is explained in the user guide for your phone. If you have lost yours you can download one here:

I am not affiliated with Sprint in any way, shape or form, but I don't think you are going to be able to get them to pay your roaming charges every month. I think as a consumer you owe it to yourself to be better informed, and this means you will need a better understanding of your plan and charges and some of the features of your phone that are available to you.
