Yep. Federal government documents are in the public domain unless they were created by a contractor who specified otherwise in the contract. Basically, if there's no copyright notice on a federal government document, it's public domain. Same goes for images.
There's also a pretty significant collection of public domain material at archive.org, including something they call the Million Book Project (I don't think they've hit that million mark, but there is lots of unique content there).

Your best bet is to test various systems and see which brings in the most revenue. I've found that, at least for the way I build sites, AdSense outperforms every other ppc and commission scheme. Though I make a pretty good sum each month from affiliate programs as well.
When it comes to link directories, I don't stick with one piece of software exclusively. You never know when Google will decide to penalize sites for using a particular type of directory software, so I don't put all my eggs in one basket. :)

Conversionary takes large text documents and formats them into nice chapters or smaller pages into your web template. I'd point to lots of examples, but they're all on the currently dead web server.
While it looks like tonight might be bad time, why not visit http://www.huntingarea.com tomorrow for some examples of Project Gutenberg files converted into HTML with Conversionary. I hired a programmer to create the program so I could easily convert those types of files. Without it, I'd have a harder time with my 'site in a day' scheme.
