I can't speak as someone with more than 1000 sites. So far I've only built a litte more than 30, but I'm working on more.
But here's what I do... I subscribe to an article submission list with my Gmail account so there's lots and lots of space. I've got the keywords for the three or four current topics I'm working with filtered into "labels" to collect potential articles for the site. I sort through them and add the most relevant to the site.
I search Project Gutenberg for related books. Generally, once I've found a few, I see which LOC category they are under and go through that whole category for books that might be relevant to the topic. Then I convert them into web pages with some software I built (www.conversionary.com).
Then I create a database of links with public domain/free software like Link Management Assistant (www.onlinemarketingtoday.com/software/link-management/).
By that time I've got at least 500 pages for the search engines, so I link the main page from my blog and a few of my other sites, and the new site gets spidered within a few days.
If the AdSense and Clickbank products seem to be performing REALLY well after three months, I pay a Rentacoder for some more content, or find other public domain books at AbeBooks.com and pay a high-school student $100 per book to scan and proofread. Otherwise I leave the site alone, and it'll bring in at least a few bucks a day on average.
I can build a complete site in a single day, but I only work on this stuff on weekends, so my progress is a little slower than someone who would be doing it full time.
