I found this answer to the same question, and I agree. For a home user not part of a well-administered network, it may be bad:

In XP the User that encrypts the file has their EFS Certificate placed in the DDF (Data Decryption Field). If the user was a local user account on the XP computer, then this Certificate is stored in the SAM database.

When the file is encrypted, if there is a Data Recovery Agent (DRA is normally the Administrator in a 2000 or 2003 AD environment) then the DRA can open and remove the encryption attribute of the file simply by logging into the machine and going to the properties of the file. This will work in safe mode.

If the computer is NOT a member of a domain and there was never a DRA specified in the local computer's policy, then this file is not recoverable with Windows XP (possibly 3rd party utilities but not likely).

After booting the old OS into safe mode, try logging onto the computer as administrator, take ownership of the file through the advanced security settings, set full control permissions on the file for the administrator account, then try clearing the checkmark box for "Encrypt Contents to Secure Data". Try opening the file to view it and go from there.

Then, I found this third party software:

For the free shareware version, I think it will tell you if the files are recoverable. And then you pay $99 for the full version. Elcomsoft are definitely entrenched in the hacker community - Russian to be precise, but they sell nice tools when used by the right people.
