I wish I could help, but right now this doesn't sound good. XP has an encryption ability, but this has a serious Achilles Heel. If you encrypt a file, then at some later date you have to re-install XP but you haven't backed up the all-important encryption key, those files are pretty much lost. There "may" be software somewhere that can break the encryption, but my guess here is that you're going to have to look to the hacking community for help on that. Encryption is supposed to be hard to break, after all, if you don't have the key.
I have played with XP's encryption a little (I have an encrypted file, nothing of any importance in that file though), but not near enough to figure how to break its encryption. If I would have to re-install XP later, I would either first have to retrieve and back up the encryption key or consider anything in that file to be lost.
