Easier, but law enforcement still has to get off their butts and want to do it.
Reminds me of an old joke. Man in Maine went to his farmer neighbor and asked to borrow a rope. Farmer said no, all his ropes were being used, and couldn't be loaned out. Man said he knew the farmer had plenty of spare ropes, yada-yada, and there *had* to be a good reason the farmer couldn't loan out a rope. So the farmer said he was using them to tie up his milk. Tie up milk!?!? Man said "what a stupid reason - you don't need ropes to tie up milk - what's the *real* reason you won't loan me a rope?!?!?"
Farmer said (in that distinctive Maine accent): "When a man just don't want to do somethin'.....any excuse'll do."

If they can't find an aggressive police detective to adopt the case, I've also heard that contacting the local press - specifically the consumer watchdog reporter (print or TV) can sometimes break a logjam. But it takes a lot of phone calls - maybe more than the few hundred dollars at stake.
