I do not purposely call anyone who hasn't asked me to call but the handwritten request forms often have indeciferable information so I take my best shot at guessing what the number is and tell the person who answers who I am and why I'm calling . I ask if they filled out the form and if not I apologize but still offer them a free gift. That makes me the bad guy?
I don't think so...

Do yourself a favor and turn your legal team loose in greener pastures.
