It honestly depends on how much time you have and how adept you are at the process and how much money you can spend. As Steve MacLellan can confirm, not a lot of folks are willing to pay us $25/hour for professional design until they're desperate and hurting. Cost to do a 5 page website (if you have the text but we have to create logos and so forth) can run you about $300-$500 for a pro. You can get the same job from a college student (who wouldn't have our experience) for about 1/2 to 1/3 of that.
Here's the way to decide what you want:
* how fast does it have to be up and functional? If the answer is "two days" then hire a coder at $25/hour. If the answer is "two weeks" then hunt up a college student or "somebody's kid who does this." If the answer is "well, whenever," then you can do it yourself. If you take that option, get a WYSIWYG program like Front Page... your pages will go up much faster and you'll have fewer headaches getting them "just right."
If it's a 'one page' and your "shopping cart" is a Paypal link, do that yourself unless you need it up within 48 hours.
Now... if you want a shopping cart and other fancy things, hire the programmer. If you need to save money, do the site yourself and then ask for a programmer to do the shopping cart bits. We DO have several reliable web pros here (Steve, Tom Brownsword, myself, several others) who can do this. You can ask for a bid (what they would charge to do a specific job.)
There are good folks on Elance as well, but you can always ask folks here for a bid on the job. Or any other board you might frequent.
