You're going to have to consider time and shipping there. I eyeballed the price and frankly I think that the local places can be fairly competitive (we have a photo printer in CVS Pharmacy, for instance.) I've looked into art quality prints (glycee and so forth) and it's not as cost effective as the good old photo.
Also, check with your local camera shops and see what they offer. In my experience, they can develop things that others can't (picture of a volcano at night, for instance. You wouldn't think the thing would be tough to develop but the contrast between the fire and the dark sky and mountain means you get a completely black picture with some red glow if you send it to standard developing.) They were a tad more expensive, but if color matching is necessary OR if you've got a weirdly difficult photo, then that would be the best route.
I used several printers when I was doing art prints. One was for the quick glossy photos in 4x6 format (some folks just want a cute little piece of inexpensive art) and another was for doing quality prints (larger format) on textured stock.
DO take the time to put a little sticker on the photo to tell the owners how to take care of the photo (keep it in the sleeve, moderate temperatures, a way from light.) Better yet, present them in a little album!
