Is strictly location.. (And, latest stats say 30% of the U.S. still is on dialup.)
I live so far out in the country we have to pipe sunshine in, and right now it's in short supply! :)
I'd love to have high speed. But, I'm not willing to give up my place in the country to get it.

PS I wouldn't give ya a quarter for AOL service either. I use PeoplePC for $10 a month, and never a problem.
