I agree with Leslie and Bluto, you can do this yourself and have total control.
The big thing is getting businesses to pay to advertise and stay on your site. Businesses can be fickle and if they don't think they are getting results from the site or don't want to keep paying a fee they may think is too high, then they will be gone.
I looked at Fontana site and they have good ideas with the articles on gardening and such. The key is to have people coming back to a website, even if it is just to read articles or look at upcoming events. Eventually they will need a product or service and boom, they will check site for local business to serve their needs.
I don't know what city america charges but bet it is a lot more than if you started it yourself. I don't think starting this type of site will cost much but it will take a while before it self sustaining and profitable. Will have to build it and get word around to community about it.
If you live in tourist area then use a 2 prong approach with perhaps a seperate link on page saying something like 'PLANNING A VISIT TO NAME OF TOWN' click here. Reason I say seperate link, is many local people have no interests in sorting through website to read about tourist things.
