Totally. Your main focus a s a city site owner is to get the folks of the city to visit/use your site. WHo cares if you are listed on CityAmerica's site. To me, they look vrey unprofessional and would prefer my site not to be associated with their website. People are not going to be coming to your site because they saw it on CA's site. You need to get your visitors through effective local advertising.
This will require advertising which won't be cheap and you'll need a good strategy. I don't know about eDave, but I live in a college town. We have 3 city portals already. Competition is pretty fierce. I know that It would be really hard for me to compete with them just because of the layout of the cityAmerica site alone.
The downside to not going with CityAMerica is that you would have to build (or have it built fo ryou) a site that has all the features of a CityAmerica site. The automatically updated content, all the different features for the visitors, etc. This would cost thousands to have built and designed professionally.
But I think that the downsides to actually going with CityAmerica far outweigh the downside to NOT using them.
Like I said, you need a good business plan and I can almost guarantee you that any good business plan for a successful, popular city site will most likely prohibit the lack of control/ownership that you get with CityAMerica's program.
