CAll the DOT right away. They will shut the operation down until they complete inspections of all the equipment.
Lots of operations that operate locally think they can get around the regs just because they don't cross state lines and don't have to pass state run weigh stations. It is true that the DOT doesn't audit them as often, perhaps your terminal has never been audited at all. If so they should be audited just to show management what can happen.
