I've also seen scams with very narrow matrices, where each level doesn't have to grow geometrically, designed to disguise its pyramid-shaped nature. The participants might actually find enough suckers to fill in their next level, and get higher in the payoff structure before the lowest level figures out it's not sustainable.
In those scams, "cycling" means starting again, in essence taking another round of money from the marks at the bottom, until they're totally fleeced out. A matrix can "cycle" by being restarted, but without a real product being sold for a fair price to non-participants, it's essentially a closed-universe money-shuffling game.
Here's some buzzwords from one such operation, that manages to hit a very long list of manipulative hot-button phrases:
