I think you've got a GREAT market, there! I've seen what they teach in college classes, and often the profs have NO idea what happens in the real world. So sites get designed in such convoluted ways (one of them still insisted his students use frames) that the poor owners can't deal with it.

Do make that clear. Also -- give them a price, but I can guarantee that unless it's about $5/hour (an UNfair price to you), they will smile and agree... and never call on you. Until there's a disaster. I've told several people my price for a complete makeover of the site is $100/month for maintenance OR $500 for redesign of a 20 page site... and they don't bite (and I do have awards for my designs.)
As to pricing, check what is being quoted on some of the freelancing sites. Price accordingly.

Mention that on your site. In fact, turn your site into an educational site/ad for your services.
