So from the sounds of it, you're saying to make the ad look like it's very much part of the web page. If that's the case, that's the the way I usually do it. I never tested it against non-conforming ads before as I haven't used them much.
If only you would be allowed get rid of the "Ads by Goooooogle" part you're CTR would probably skyrocket even more becasue the visitors might usually think they are local links....LOL. But that will never be allowed, ever.
I think it would be interesting to know when the conforming method works best and when the non-conforming method works best. I bet there are times when non-conforming ads pull in higher CTRs, though I'm only guessing, really.
