First, he's got an "ultimate marketing package" on his site, and the thing that hits all of us is: if he's that knowledgeable about marketing, why isn't he able to market this?

Donations just won't do it. Nobody's going to donate to something they have no real investment in and where there's a vague promise and a vague product. He should investigate approaching local charitable organizations (there are tons of them), find out how much they allocate to local projects, and apply for funding there.
He needs to target local before he tries global.
I also don't see that he's addressed issues of privacy. Lots of sites (like this one) enable their members to post privately and there's little hard data you can gather from this site either for marketing or research and it would be unethical to do either of those things without explicit permission of the owner or the members.
But tell him to quit thinking like all the Internet Gurus told him to think. If he wants money for this, he needs to approach organizations with the community benefits and ask them for REAL money of $1k and upwards.
They'll demand accountability, but it's a lot better than having friends running around with post-and-leave messages on message boards (which are likely to get nuked or get complaints.
