What they have is a "compilation copyright." Individuals retain the rights to their own copyrights but the site owners have the whole site copyrighted.
Think of a magazine. Each author who wrote an article (who is not on staff -- freelancers) owns the copyrights to their article and has sold the rights (not copyrights) to the magazine for the one time use of that article. Ditto web publications.
The magazine owns the copyright to the whole issue (that particular layout, photo collection, ad collection, article collection, staff-written material.) Individual articles, however, are under a different control.
So (to give a huge example), CNN owns the copyright to the CNN site (and has trademarked the branding). If you copy the whole site you will end up in mega-amounts of trouble from them for violating copyrights in a rather egregious manner. But they may not own the copyrights to individual articles (movie reviews) -- this may be rights to an author's work that they've obtained.
Some sites MAY have bought all rights from the author (in that case, the site/magazine/book/comic book/etc actually owns the copyright as well. This is a bad idea for any author to do unless you're terribly desperate for immediate money.) But in most cases they're relying on a site (compilation) copyright.
(actually, most of 'em haven't a clue about this. They're just doing what they were told: "copyright the site.")
