Computer wont restart

I have a problem...I had some aurora, abetterinternet, and some other junk installed on my computer by adware...anyway, i went to the website and they had a unstaller that unstalled their adware...so i clicked it and unstalled "their" adware. After doing so, i tried to restart my computer and it wont load up. Itll load but before it loads the desktop it restarts again and keeps going into a loop. I messed around with come stuff and use the "load with last good settings". That worked, but now i cant shut off my computer without it trying to loop the restart...I tried to use the system restore but it says "System Restore has been turned off by group policy. To turn on System Restore, contact your domain Administrator. Can somebody help me turn this on or make my computer work right
