They're Russian based (not necessarily a red flag), and the domain was only registered recently:

Although they bill themselves as "(OutBill), headquartered in The World Trade Center in Sofia" it looks like it's being run out of Pavlov's home:

That site, in fact, is a clone of "Chronopay" www.chronopay.com, Billaccount billaccount.com, Standartpay www.standartpay.com (the title graphic is a little different but the pages are a complete clone). and they swiped most of the wordage from Speedybiz www.speedybiz.net.

Billaccount is Pavlov again, registered just this March:
