When you decide to put streaming audio or video on a website there are two basic methods of doing it. HTTP doesn't require server support, and is the most popular for websites that used shared server hosting. Here is a quote from www.rtsp.org:

HTTP is well suited for transfer of web pages. However, because HTTP is entirely based on TCP, which enforces reliability without regard to timeliness, it is not suited for use in multimedia presentations with timelines. Furthermore, TCP throttles the client-server connection based on the availability of bandwidth, and not on the needs of the media involved. HTTP has only rudimentary mechanisms for random access to files, and thus is not suited to time-based seeking. Finally, TCP is not at all suited to multicast.

RTSP is designed to work with time-based media, such as streaming audio and video, as well as any application where application-controlled, time-based delivery is essential. It has mechanisms for time-based seeks into media clips, with compatibility with many timestamp formats, such as SMPTE timecodes. In addition, RTSP is designed to control multicast delivery of streams, and is ideally suited to full multicast solutions, as well as providing a framework for multicast-unicast hybrid solutions for heterogeneous networks like the Internet.

What this means is that any site that is going to serve a lot of audio and video on a regular basis needs to have the support on the server for the RTSP protocol which tries to match the buffering and control the stream for the client (browser) receiving it. And it works well...

Now providing Grams harddisk has at least 3 gigabytes of free disk space that the computer (Windows) can use as virtual ram, the only thing that could be affecting the stream (providing Grams computer's RAM isn't being consumed by viruses, adware, spyware or other programs running in the background) is a choked bandwidth.

For Grams computer to communicate with the streaming server, her computer and the server are communicating by sending packets of data back and forth. Since the RTSP protocol is known to work extremely well, the only thing that could be delaying the transmission on a timely basis is that these machines are experiencing trouble communicating (i.e. sending these data packets) which is the result of a poor bandwidth connection between the two computers.

I found the website to be slow and clunky. It was early this morning when I tried it... so even though I have a cable connection I wouldn't be sharing the bandwidth with a lot of others on the same line.
