Interesting thing I found when I was in that business

Many years ago I was in the business of getting restaurants to offer specials for fundraising groups. I tested the results of selling the spot to restaurants vs. offering it for free. What I found surprised me: It was no easier to get a restaurant owner to take a free spot in the book, in exchange for a coupon versus getting a restaurant to pay for a spot in the book to give a coupon. I realized that when I gave them the spot for free, there was no perceived value in doing it and they found reasons to object to it (e.g. didn't want to discount menu items, didn't want existing customers to start paying less, etc.). I concluded that, for the restaurants that wanted to do it, the money was never an issue. Paying a few hundred bucks for good exposure in the community was worth it to the restaurants who wanted to do it. For the restaurants who just didn't see the value, I couldn't sell or give away the spot to them. Most likely, they still wouldn't have done it if I paid them to take the spot.
My advice to you, based on my findings, is don't give the spots away. Businesses will pay for it if they see the value in it. If they don't see the value in it, they most likely will not do it, even if you offer it to them for free.
