Until you know where you are going you can't ask the right questions and expect correct answers (it's an either/or case before hand - either the right question or the correct answer to the wrong question).
As for vehicle registration, license, and insurance... Being in the military I've seen all sorts of mixes but I've always been told that you can not legally have all three items from different states; at least two must be from the same place. Most states have a cut-off date for residency that require you to get a license from them (by state, must call the DMV on that one) once you've lived there so long. Sure, you could go unnoticed for years but if you get noticed it could trigger things like tax audits (you're lying about residency with your license you could lie about your taxes, right?). The military is generally immune to those residency laws unless the member volunteers to become a state resident (Like Alaska).
Oh, and whatever you do - STAY AWAY FROM LOUSY-ANA (Louisiana).
