The spam clauses, I believe, actually came about after the whole domain was shut down because a member was using spam to promote it.
The email ad part of Instant Buzz can also cause much grief for them and you if you use it with commercial email. I'd suggest not activating that feature at all.
So basically, if you don't use spam to promote, and you don't use the email buzz ads, then there's nothing to worry about in the TOS
As for whether it's worthwhile, if you've got a product or opportunity that sells what most InstantBuzzers are buying (traffic, work at home opps, money making ideas, etc), then you can get some traffic and sales out of it.
Not a lot, mind you, but once you've got the toolbar installed, its cost-free and effortless.
As for the toolbar being a hog. I haven't had that experience at all, but IE toolbars are iffy things all-round. The Alexa toolbar brought down my whole Win2K computer last year, even though on most installs it's no problem at all.
I'd suggest, if you're thinking about InstantBuzz, to install the Firefox toolbar and browse with Firefox for credits. I like it much better than the IE toolbar. And I like Firefox better than IE too... but that's another story.
Bottom line, it's not going to bring you TONS of traffic overnight. But if you've got a site that sells the right sort of stuff, it will make you SOME money for very little effort.
