It only takes one self important postal employee and the mail is sent back as undeliverable.
I've had mail rejected because I only wrote my name and nine digit zip on the return address! I had a box go from AZ to MO and then be rejected by the mail carrier who should have delivered it because the box said "ORM-D" on it. It was within two miles of the destination and they sent it all the way back.
At the post office where my box is there is one employee - we call him the turtle - who follows all the rules. Drives everyone nuts. Every single box is run through the same checklist. Even if you tell him there is nothing perishible or hazardous in the boxes, and you don't need insurance, he'll ask those questions for every box.
Playing games with the post office rules, buts your communication at the whim of people like him.
mailing through a smaller post office might allow you to get away with bending the rules, but here where I live the smaller locations are where they send the trouble makers. They can't be fired without cause, so they are sent to the hinterlands for minor infractions.
That means you are more likely to end up with A@@holes in a smaller location.

Do yourself a favor and turn your legal team loose in greener pastures.
