Your best bet would be to contact the owner of the domain name directly and see if he/she will be willing to sell it and/or transfer the domain name directly to you.
if so, go to namecheap.com and get a free account.
Then, simply request a transfer (that costs 8.88) and await his/her permission (approval from his/her registrar that holds the domain name.)
The domain monitoring services probably can't help that much and, in my personal opinion, you haven't got a slim chance in haites to get that domain name after it has been released by it's original owner.
UNLESS of course you are willing to pay the extreme amounts that some domain name auctioneers will try to extract from you.
