Oh dear. This happens more than you might think. The first thing is to contact Ebay itself *and* to make a complaint on the Ebay forums -- ask the forum members how to proceed (there's two reasons for doing this: it brings the community's attention to the fact that there's a copyright thief in their midst AND it gives you advice on the most efficient way to deal with the system.)
Next, send her a "cease and desist" letter -- and then send one to her website host. Here's a sample one:

Tell her also that you've filed a formal complaint with Ebay AND with the host of her website and that this is something that gets websites yanked.
If you haven't sent an archival copy to the US Copyrights office, please do so *now.*
The issue of reselling ebooks has been muddied by people selling "master rights" to their own ebooks. This policy means that a lot of folks who buy ebooks assume that they then can go out and then resell these same books. Keep a close watch on Google for others reselling the ebook they bought from her, and be prepared to write an "educational" letter to them, explaining that they've bought a stolen product and that you have placed complaints against the original thief who had no right to resell your book.
For this second layer of people, educate but do not threaten.
