Banning of eBay seller.....

Does anyone know the proper and best way to have a seller banned for inappropriate actions? Here's the beef....

I won an auction with this seller and paid immediately following the EOA. The next day I receive an email from Paypal stating the seller was refunding my payment, there message was they did not have the item in stock and had to refund. A few days later I received an email from the seller requesting payment. I sent them the transaction numbers showing what had occurred. A few days later I had an alert on my ebay account for being a non-paying bidder. I responded to ebay with the transaction info and received an eamil telling me I needed to PAY the seller or communicate with them. The seller only responds to email by sending out a merchandise return form letter. The number they have listed says do not leave a message send an email.

I then received a strike on my ebay account. It's as if ebay never even read my response to the dispute! I had to appeal the strike and got it lifted. This whole situation began on May 31 and I have been dealing with it ever since. Tuesday I received 2 email form letters from the seller, yesterday I received another. I went ahead and blocked them from emailing me.

I had another ebayer contact me today that just went through the same thing with this seller. If you read the feedback you see that this is a regular practice for this seller. (I know I should have seen that before bidding) I have filed a Non-perfoming seller report but have not received a response. It seems that possibly this seller is claiming they don't have the item or the item is broken to get out of completeing the transaction (not happy with the amount of winning bid?!) That's my take on it.

So for those with ebay experience what other action can I take to get ebay to investigate this seller?! I have contacted some other buyers who have had similar experience with this seller and asked them to email me with a description of their problem so that I can compile a group of people "screwed" by this seller.

What really yanks my chain is this seller tarnished my 100% feedback rating by LYING...said I chose to leave negative feedback rather than paying!!! That infuriates me. I did reply stating "I PAID, they refunded, now claiming NPB" but it ticks me off that I can't get their LIE removed!

Anyone have any other suggestions? Thanks in advance!
