What this person is pointng out, quite obviously, is that though "spamming", as it has come to be called, is illegal in the USA, it is not illegal where she lives simply because her government has yet to address it. If that's true, then she's not "rationalizing" - but simply pointing out a fact of life.

Of course, before spamming became illegal here in the land of the free, it was used liberally by those who began building their fortunes on the internet. You know, the folks now known as "gurus". The folks who will sell you books, tapes and courses on how you, too, can get rich in cyberspace. Oh, except for one thing: ya can't do what they did to get your "foot in the door."

So, ya see, there was a time when "spamming", as we call it, was not against the law. And was used on the internet as "junk mail" was and is used in the actual world.
