In a situation like this it is (IMO) better to approach from multiple angles. Put together a good copy (your bait page I like to call it) and offer them several choices. Eventually each of the choices will lead to them getting both the ebook and signing up for your list if they like your product. Among your offers should be a partial example of the content of you ebook (on a seperate page that is not being indexed by search engines). Remember that most people love to feel like they are in control of a situation and pander to that emotion by providing clear and decisive choices (sign me up, give me the ebook, sign me up and gimme, no thanks [goes to an affiliate page if you have one], and several options to get more info [such as how you got to be an expert, example of the ebook, etc.]).
If your copy page doesn't keep their interest they won't click any links on your site so you have to ensure that every page keeps them on the edge of their seat. Of course there are a few who have debated the importance of SEO, but you still need to at least keep your site on page one of a search engine or have a good alternate way to pull in surfers to really get good numbers.
