Those were both done by pros. The basic design is fairly simple and may have been done in Dreamweaver (or by hand.) There's a lot of javascript there, but that was supplied by the sites they're linking to (like Google Adwords sort of thing.) It's fairly clean, though, so it may have been done in Dreamweaver.

That one was done in FrontPage.
Dreamweaver is a professional program, but it's WAY overkill for you (expensive and full of features you'd never use.) Frontpage is easy (my preference), Nammo is shareware and nice and either would be appropriate for you. Leslie (MaaMaw) loves to use Notepad (I would rather be pecked to death with ducks than use Notepad, though I certainly CAN do it.) CoffeeCup is also another very nice one and is shareware and not very expensive. Netscape has one that's free, and there's a lot of site templates around (those are wonderful timesavers.)
For graphics, I generally recommend Paintshop Pro (shareware.) (actually, I'm sort of an Adobe Photoshop snob, but that's Expen$ive and overkill for someone who isn't going into professional web design.)
Here's where YOUR preferences come into play -- in spite of what everyone will try to tell you, there is NO perfect editing software. Try out several (we can give you recommendations, including free ones) and go with the one that makes sense to YOU from an economic and workflow view. Be warned you'll occasionally get people telling you that you're stupid for choosing (or not choosing) one particular program that they happen to love.
Ignore 'em.
Ignore 'em with my blessing.
And if you happen to love and buy SiteBuildIt -- heck, that's fine, too. Go with what works for YOU.
