Neither a scam nor a rip-off. Selling a product that perhaps not everybody needs, and using an MLM selling program to try to get the message out to the little folks who might actually be attracted by a .ws domain extension.
Basically, large companies will never be attracted, but for personal web sites (hence the connection between "ws" and "web site" even though .ws is really the TLD [top level domain] for Western Samoa.) GDI has a license from Western Samoa to act as the main registrar, although others like GoDaddy can sell you a .ws registration.

They had a spam problem over a year ago, with a few spammers, mostly from the Philippines, using tactics they evolved over the years. This rogue spamgang used to work with DHS Club, then Juvio, then a couple of other MLMs, and has been on my radar screen for about seven years. When they arrived and set up shop with GDI, whose HQ is about three miles from my day job, I figured I could help them stomp out the spamgang. Working with their founder and CEO, we got their no-spam policy tightened up, identified and whacked about 70 spammers all in one week, got them out of some major blacklists, and turned them around. Now I only see 1-2 GDI spammers a month, down from ten a day, and their lifetime is measured in hours. The Philippine spamgang has moved on to other MLMs, notably ProBuilderPlus.com and a new spinoff of 167aday.com called 3tobefree.net. Avoid these, since the spamgang is getting the mother ship operations into many blacklists.
There is something in the water (actually the culture) in the Philippines that seems to make them extremely susceptible to "get rich quick" schemes and MLM scams.
