Someone lied to you. You believed them and didn't bother to call the number to check it yourself, because you are so naive to think that if they gave you a number to call, they must be "selling" you the truth.
The truth is, the US Postal Service has a division called Postal Inspectors, whose job is to seek out, warn, and if necessary prosecute for posting such spam.

They lied again. Your PayPal terms of service prohibit using their accounts for receiving funds from such illegal pyramid schemes.

They added that, as most people who are ethically-challenged enough to participate knowing it is probably illegal, have no problem updating the letter to post (spam) on 200 forums and message boards, without sending the $2 to anyone.
If you believe that you can post 200 spam ads about this online, you are even more naive. The legitimate forums like this one, have diligent moderators removing the prohibited spam ads. Some actually have "rabid" moderators who will report the spammers email address back to their ISP, possibly causing them to lose their internet service.
Post another spam like this here and you are likely to find your IP address blocked in the future.
