There was someone around a few years ago (in college) who did quite well for himself selling on Ebay. He started out with $0 investment (selling a promotional item he got for free as a handout on the college campus) and carefully brokered that (selling other similar promotional material) into about $1,000.
The trick is, you had to know what was hot and was worth selling (he did) and know your market (he did... college aged kids.)
Ebay is probably the most reliable way of doing it -- the way that almost everyone can do. Other methods (blogging, etc) are iffy and depend on a lot of factors (like getting lots of REPEAT TARGETED internet traffic) that are difficult to set up and difficult to control.
Others who have done well with no cost tend to be those who were already in some sort of business (local) and took it to the Internet. One (local) specialty golf store (women's golfing) has grown into a huge business thanks to the Internet (started out as a teeny store in a run-down area of town.)
Things that don't work: No startup costs + no work. Starting up a "me too" business on Internet where 100,000 people are already selling the same thing (you CAN do this successfully, but not at $0 investment.) Getting involved in a business that you don't know anything about and don't have any local mentors for (like me trying to get into a tailoring business.)
There are non-Internet businesses you can start for $0... but they would be local businesses and would rely on you doing work. Tutoring is one. So is child care. So is musician.... and so on and so forth.
