to have adsense on a site and buy Adwords clicks for that same site or any other site you have. It would make no sense if it was against the rules and google has nothing to gain or lose by implementing or not implementing such a rule/restriction.
Sometimes you gotta just "dot it". The more you think and intellectualize over something, the more likely it is you will never even give it a shot and lose out on a) profits or b)learning from a mistake (which is always a good thing no matter which way you intellectualize it). I mean it's not like a scam or anything. We already know it's all legit, so the next step is to do or don't.
One word of advice, if you think that yo uare only gonna pay google $0.05 per click, you may be in for a surprise. Google is performace based PPC. Sure, you could get away with only paying 5 cents a click, but it is highly doubtful that you will. If you do, you will get barely any traffic. Eventually, though, if you do not maintain a .05% CTR, you will be dropped really low or have your campaign disabled. there is a lot more to AdWords than just bidding, getting clicks, and then paying Google for it. Adwords wouls have failed a long time ago if it were as simple as ther.
Also. You might find that showing your ads on other people's sites (aka content network) might be a waste of money for you. You may just end up turning off your ads so as to not show them on other people's sites, just Googles search results.
But again you jsut have to get down and dirty before you cna really see what's going on. It is best to always make 2 different sets of campaigns. 1 for the content network only and one for the search results only. This way it is easier to see the preformance of each one and also one will not affect the other's CTR.
If you really want to learn about adwords, the pest ebook out there is here... page-zero.com. It is not one of those gimmicky ebook sites like you see everyday. THere is no refund. This is real info by a real PPC expert/consultant and he has nothing else to sell you but his book (last I checked). SUre, he'll manage your campaigns for you, but he is geting away from that and just doing profitable clients. Not small timers like us. He;'s jsut a smart guy that knows AdWords like the back of his hand. He isn;t there to sell you a bunch of useless backend products to dreamers like the rest of them. Sure, Perry Marshall's book is good, but I don;t like his gimmicky "guru" style. I always opt for the honest, no refund ebbok before I buy one that has a money back guarantee. Think about it, if the info is good and legit, no author in his right mond would sell you a digital product with a money back guarantee. That is jsut silly and obviou sthat there is a gimmick in there somewhere.
