Yes, I have heard of discounted note brokering. Yes, I have heard of Russ Dalbey. (What! He's out of jail already? ...Or am I thinking of Russ Whitney?...)
The discounted notes business has been around for many years, and there are more than a few people trying to earn a living as note brokers. To be honest, I don't have experience with Mr. Dalbey's materials. However, I know there are quite a few self-styled "gurus" offering home study courses or expensive seminars in note brokering.
Before investing your money in Mr. Dalbey's information, there are two websites I think you might want to check out:

www.noteworthyusa.com (Jon Richard's online Noteworthy Newsletter -- with links to online store where you can find a wealth of information on discounted notes)
