I'm tempted to call the number because this is pretty vague, but it's fun to see how much we can figure out from something like this. let's imagine this $250 of products. They're free to start, meaning we'll have to pay for the second batch. Also the $250 is probably the retail price.

Ok I see a 6/14/04 and a 6/21/04 issue. Is it one of these? I can't find the number 1019.68 anywhere.

430,000 sellers? $24 billion? They're just talking about eBay in general.
Ok fine. We know we're retailing something for $250. So we make $250 on the first batch assuming we can sell it all. The second batch we have to pay for, probably about $200. So we're making around $50 per batch which we have to find a way to sell. The $1019.68/wk is meaningless because that's just how much the average American eBay seller grosses. Hmm, actually the number I get when I divide 24 billion by 430k by 52 weeks/yr is $1073.34 gross per person.
Anyway, it's a scam. I still feel like calling that number though.
