I know you asked about not using MS Publisher, but I think the suggestion to turn your MS Publisher into a PDF file was good. I recently downloaded PDF995 from http://www.software995.com/ to extract text from a PDF. PDF995 is free to use as long as you don't mind putting up with advertising. I think it is low cost to buy; but since I only need its functions once in a while, I just put up with the ads. It installs a printer driver so you can print MS Publisher or probably almost any document as a PDF. I just tried it on a Publisher template and it worked fine.
