It sounds like a great idea but here is a marketing lesson. Find out if anyone would pay for it or buy it. Use surveys. The road is littered with people who went broke with a great idea.
I don't know if your idea will work or not and right now, neither do you. If you going to risk your time and money, find if there is a market.
One of the greatest marketers today said he'd rather have a starving crowd than the best hamburger or best location if one wanted to be successful.Find out if there is a starving crowd.
As far as the slow times, companies have quarterly and monthly returns and corporate returns are base on fiscal years that couls anytime.
Some other considerations. Many Senior citizens no longer need to file tax returns; in Pa. they qualify for free tax assistance.
There were some good suggestions as to possible target markets in the other posts.
