They're supposed to. Many don't. If you send a complaint to "abuse" and it bounces, you can assume they don't care about their spammers.
Be aware that almost all spam, other than this amaturish chain letter kind, uses a forged "from" address so that's of no use. Bone up on some header-reading tutorials if you want to find the ISP that spam is really sent by way of.
But the professional spammers are almost all using compromised (virus/zombie infected) computers which aren't even under control by their owners anymore. It's actually very hard to catch up to the current state of the art if you haven't been doing it for a while.
Using SpamCop to help trace spam back is the best advice I can give a newcomer to the war. http://www.spamcop.net/

Still no excuse to turn to criminal scams, but I'm certain she didn't know it was a scam.

If the sending IP traces back to the school library or something, then it's a misuse of public resources. Her employer might cut slack if their investigation turns something up. It's usually not my job to cut a lot of slack, but then I've been tracking Make Money Fast scammers for about ten years now. They start to blur together. :-)
It might also be she wasn't working today, and it was sent from her house. Her ISP is tracing it now.

Still easier than the lesson Randall Reicke learned, eh, running his MLM "fantastic opportunities" from his government-provided resources at the Army Depot in Michigan. :-)
