You shouldn't need a Yahoo account. How do you get the message that you do?
The right way to report spam is to make sure you get a copy of the entire email, including headers, and send it with a short explanation to abuse@[the domain where it came from]
Your email might not be coming by way of Yahoo, as Mel said. Only a close examination of the detailed headers can tell for sure.

The bum is likely not spamming you (sending unsolicited BULK/COMMERCIAL email) but simply sending harassing repetitive unwanted emails. Filtering and not responding to those is the best response.

Probably worthless to report him to his ISP. Send me a copy of what you've been getting, and I might have some other ideas. Depeing on what he's selling (if anything) there are often alternatives that might annoy them or cost them money, which is worse than costing them a throwaway Yahoo account.
