I've seen people build pretty good websites using Netscape Composer. There might be something a little better (and free) but I can't say for sure. I've never used a WYSIWYG editor.

You might want to have a look at www.xstandard.com. It claims to be the leading standards-compliant plug-in WYSIWYG editor for Windows and browser-based content management systems (IE/Mozilla/Firefox/ActiveX). The editor generates clean XHTML Strict or 1.1, uses only CSS for formatting, and ensures the clean separation of content from presentation.

OR...

www.nvu.com: Nvu was started from the Mozilla Composer code base. Daniel Glazman who was the chief architect for Mozilla Composer and had a hand in building this free open source WYSIWYG editor.
