This will definitely be a business where you better be able to sell. Why would a business want to be on your site? Can you guarantee that people will see their advertising? What do they get? Here is the deal, the visual aspect is the key. Think about why people advertise in your local newspaper. I tell you why, look around. You see your neighbors reading it, your relatives reading it, you see it at the local drugstore, grocery store and news stand.
People believe in what they can see. Businesses advertise in the local newspaper because they can actually see their ad working. How will you create this perception? I personally wouldn't have any use for a city site in my area of Cincinnati. We can go to citybeat's (a local Cincy newspaper) website or the Cincinnati Enquirer's website. THey have all the local news, entertainment, ads for businesses.
They use something visual (newspaper) that refers to the website and if you go to their websites they refer to the (paper). I think this idea can be done but I do think you will need to have superior sales skills to sell it. I think the biggest thing the advertiser will want to know about is how can you provide them with statistics about the readership. If you can sell them that your website has a lot of traffic you may be able to get this done.
