Ah, no. There's not a simple answer. Or a single answer. And it depends on who you are and what kind of blog you have.
Lesley doesn't really have to worry. Because she's the owner of a very high-traffic board, it will get read. Others may link to it as well as time goes on. But if you don't happen to have a huge board that you've founded, or a hugely popular website, and if you're not a terribly famous person, then your blog is found in other ways.
Most often, it's located by "word of mouth." You read and comment on other people's blogs, and they will often decide to make your blog a regular stop. This is how I ended up with about 50 people reading my personal blog. This "give and take" can make even a blog with a natural marketing feature (like Lesley's) an even more popular item to read.
Secondly, bloggers may search the list of interests that you enter. They went people to read their blogs, so they look for like-minded blogs to comment in. It is expected that if you have exchanged friendship links with someone, that you will occasionally comment in their blogs.
Third, you may belong to a blogging community. This is often done with political blogs or scientific blogs, where you are a part of a group and have links on your website to them (and vice-versa) and may occasionally do a group blog with everyone on some topic. Pharyngula (http://www.pharyngula.com) is a good example of this.
And you can advertise in your sigfile.
