FIB - Scams 101 - Ye Olde Archives

Two days ago, I emailed Michael Wong at this site to ask if he would visit the FIB board and consider adding it to his Forum Watch.
He emailed me with this message that indicates it was sent at "17:28:42 +1100" yesterday 2/14/05. (I'm telling you the time because my first thought was that they were doing server maintenance in the middle of the night or something, but isn't that 5:28 p.m.? I don't know what the +1100 means.)
"I get a 404 error, Lesley."
So I emailed back and said swell, the site hardly ever goes down and it happens to be down right when he tried it, but "it's alive and well now if you would be so kind as to try again."
So today, I get an email with a time stamp of "15:48:37 +1100" and he says:
"It's still down, Lesley."
Maybe I only think I'm here but I'm really still sound asleep and this is a dream?? But the 111 messages posted in the last two days aren't a figment of my imagination (or are they?).
Has anyone had problems with the site being down??
This is making me CRAZY. In almost 7 years, this is the first time I have aggressively promoted this little board, and the first time I try, it's chronically down??
Could it be down ONLY for him??
Is this a case for AllWebCo??
